Base Preparation
NDS recommends a compacted AASHTO #57 stone base sized to the traffic:

Filling & Seeding
Fill the cells with well-draining sandy loam topsoil. Seed with a fast-growing, drought-tolerant mix such as rye and fescue, or lay sod on top. Water generously and keep vehicles off for 4 to 6 weeks while the grass establishes.
Maintenance
